St Pancras Housing Association
PRI Ltd, the world's most experienced electronic meter manufacturer, has now completed an ambitious project to provide an automatic meter reading and billing system which links St Pancras Housing Headquarters, London with 95 residential properties and 10 commercial sites.
With the intention of increasing efficiency (and therefore reducing electricity costs), St Pancras Housing Association installed a high efficiency Combined Heat and Power (CHP) system to allow electricity to be supplied directly to all tenants. Electricity is supplied for the base load from a CHP generator and the balance of the electrical requirement is bought from a commercial supplier at bulk rates significantly below retail levels. It is anticipated that the electricity cost margin together with keenly priced electricity from the CHP generator will fund the payback of the CHP, metering and billing systems, within 10 years.
PRI has contributed to this energy saving scheme by designing an automatic meter reading and billing system based around the powerful EASE II Manager software and the PACTLAN networking technology. Running under Microsoft Windows™, and with the addition of the sub tenant billing module, EASE II Manager enables St Pancras to collect data from tenants' meters automatically and arrange payment transaction reconciliation. It also provides the central operator with the ability to call up immediate details of any meter in the system, including up-to-date (ie less than a minute old) meter readings and full records of the load profile for up to one year, at the touch of an icon.
John Bird, Manager of the project for the Housing Association commented "We would not have been able to offer our tenants the benefits of the scheme without an automatic billing system as the effort required for reading meters would have exceeded our resources."
The project represents one of the first private domestic tenant supply schemes in the UK and has generated great interest throughout the industry, including a visit from the Director General of OFFER, Professor Stephen Littlechild. PRI was able to produce this ground breaking scheme by combining several different technologies including, at the heart of the system, the well known CALMU 3 meter. The EASE II Manager system in particular is proving very popular for all types of sub tenant metering systems at a variety of establishments.
